There was a chance for it to be made.
Was....

Remember when CN wanted to give money to Bones to continue Cowboy Bebop, and they turned it down?
Well, CN could have at least used that money to either help out the creators of Outlaw Star or Trigun who wanted to continue their series.
The Japanese fans also went on and on about how if there's enough American fans that the show might continue, unaware at how the American fandom was losing fans due to Cowboy Bebop, how long it had been on air, and other things.

The most likely thing now is either a manga series from Morning Star or a doushinji from Yami no Mahoujin.
And the only thing that is known about it is that Hilda somehow returns.

Also Outlaw Star is part of a saga, so it wouldn't be a surprise if they worked on something new (either in the past or future of the SF saga) that would make references back to Outlaw Star. And the Morning Star crew is known for making tons of injokes in both the manga and anime that they work on.

Anime News Network is a really good place to get info:
http://www.animenewsnetwork.com/

Go into the Encyclopedia, and look up 'Outlaw Star' in both the Anime and Manga sections. They will link to news articles that relates to a series.
However, ANN doesn't catch everything that comes up unless it is reported to them with proof.

Your safe bet is often asking around on here, though.

AfroJones, the date was Dec. 1. And the date for once hasn't changed in a long time. I think it's about time to get to the bottom of this, to see who's pulling our legs.

Well, a few before Christmas I was at my local Walden Book store. I asked about it and they were like "We aren't in stock but we will call you when it comes in" I said sure. That was a month ago. Strange how walden books said they should be getting it in and that Amazon is Walden books web partner
