Meaning, Volume 1 of "Ohma Ni Doki Doki" is coming out in September from Kadokawa Publishing Co.
Kadokawa is a Japanese Publishing Company and doesn't even own the publishing rights for Outlaw Star in Japan...

That should tell you enough right there.

There is no information under "OUTLAWSTAR COMICS USA Var." like "Ohma Ni Doki Doki" does.
We still have to wait and see when and if any information comes out about who has licensed, is actually translating, and releasing the Outlaw Star Manga.

I know that Viz has said they are not doing it, but I never trust them: They said the same thing about Rurouni Kenshin.

If you hate waiting, there's always buying the German translation of the Outlaw Star Manga. I'm still thinking about the pros and cons about getting the Italian version, since I hate how the Italians separate the manga into comic book issue format...

Anime News Network has updated their database listings on Viz releases through July. No listing of Outlaw Star that I see. I have to wonder about a September release, which would put it being solicited to the direct market around May-ish. Sometimes where there's smoke, there's fire.

And I still have to say that it must be a Viz title because it's a Jump title, period, and if Viz won't handle it they probably won't resolicit the license to anyone else. It's still difficult to say, though, because manga is incresingly shifting from direct distribution to regular bookstore distro, and it's simpler to figure things out on solicitations when your'e just dealing with Diamond.
